Virginia’s Medicaid reimbursement rates for home and community-based care services are too low. Current rates are not adjusted for inflation. Rates are lower than in other States. The pay for direct care staff is not either competitive or a living wage. This makes it difficult to recruit and retain qualified direct support professionals. The result is that there is inadequate access to quality care for eligible recipients.
