The 10% FMAP for Medicaid HCBS should be used for a rate increase for Medicaid Agency Directed Personal Care Providers.  This waiver not being properly funded added to the required wage increase has left many agencies across the Commonwealth scrambling to cover costs as the Medicaid reimbursement rate was only increased by 0.93.  These agencies not only provide aging in place care for the most vulnerable citizens of the Commonwealth, but also provide the Commonwealth with substantial savings due to aging  in place care preventing admits to assisted living facilities and skilled nursing.
