From 300% SSI to 600% SSI (or 400% or 500%) and increase the reimbursement rate for in-home care providing agencies to a level closer to current market rates.  This would allow more Virginians to use the CBC benefit and incentivize more providers to accept it.  In turn, this could reduce the state's overall long term care Medicaid costs by allowing more Virginians to receive care in their homes rather than skilled nursing facilities.
