These funds need to go towards a higher Agency Directed Personal and Respite Care Reimbursement!!! You are gonna have  bigger issues when there are no longer agencies overseeing the care received by our Elderly and Disabled. CD PAS is being rewarded at every turn and 90% of those visits are not even being done! At our Agency we see it daily and report to MCO's and they ignore it. Personal Care Agencies are held to a higher standard and we are not being paid enough to oversee this program.

1. CD PAS is paid a higher rate of pay than we can pay our aides
2. We are required to have compensation insurance they are not
3. Our Aides are required to have training...their Aides are not
4. Our Aides are not allowed to transport the recipient ...their aides are allowed to
5. Our Aides have a set schedule...their aides just pop in whenever they want to
6. Agencies are required to pay a large fee each month for EVV and CD PAS doesn't have to do that
7. Agencies are required a VDH license that cost $500 per year and CDPAS doesn't have to have it
8. Agencies are required to have a minimum $3 million per occurrence professional liability policy that is very costly...CD PAS is required to have NOTHING

The list goes on and on....Medicaid requires us to spend most of the money they pay us on things we have to have in order to be a provider and CDPAS is getting  almost the same rate of pay and the state is providing them paid time off and vacation....This needs to be fixed! This program needs to be reformed!
