I use the streams in the Potomac and Shenandoah drainages as a sports fisherman and for general recreation.

I believe the proposed regulations to be reasonable.  As a former Peace Corps Volunteer doing poultry extension work in India, I have some understanding of the importance of good litter management to the successful outcome of a poultry enterprise.  I would also note that the record keeping requirements of the proposed regulations will place a premium on those growers who can comply efficiently.  This is no different in some aspect to the reality that a profitable poultry operations requires constant and consistent attention to a myriad of small details.  I approved of the fact that the small growers, such as myself as a child with a 100 bird 4-H Club project, are exempted.
