Foster Parent Bill of Rights
 

I see much overlap between the Bill of Rights and the Foster Care Code of Ethics and Mutual Responsibilities. The major difference in the dispute resolution process. Foster parents receive so many documents. I am wondering if this will replace the Code of Ethics and Mutual Responsibilities or could be woven into that document that is signed upon placement. 

Regarding the dispute resolution process, in my experience families are looking for an independent arbiter of their concerns. I have had great success working with the VDSS assigned family liaison when families had concerns about the placement. Is it not possible for VDSS to continue the existing family liaison in central office to manage disputes? I believe this would provide the families with an avenue for resolving issues; ensuring that situations are following state administered rules and policies; and give the families some comfort that they are being heard outside of their home community.
