I am writing to oppose the proposed regulation by the Board of Elections to interpret the law passed by the Virginia legislature in a manner which is entirely inconsistent with the law as passed.  I believe this proposed regulation specifically undermines the intent of the legislation and I am writing to insist that there be a public hearing on this matter and that the hearing be conducted immediately so the law can be implemented as passed by the legislature BEFORE the general election in November.
