J.   A sports betting platform system shall employ a mechanism that can detect and prevent any player-initiated wagering or withdrawal activity that would result in a negative balance of a player account.

K.  The player shall provide the sports betting platform with the correct secure personal identification code for access to the player account. A player’s account shall be disabled by the permit holder after three failed log-in attempts and require multi-source authentication to recover or reset a password or username.

GLI recommends updates based on what has been seen in other markets.

L.    A permit holder shall suspend a player account if:

1.    The player asks for temporary suspension for a specified period for any number of hours or days not to exceed 72 hours as a self-limiting measure;

2.    Required by the Director;

3.    The permit holder determines that the player may be a prohibited individual; or

4.    The permit holder knows or has reason to know of:

a.    Illegal activity related to the account;

b.    A negative account balance;

c.     Five failed ACH deposit attempts within a 24-hour period; or

d.    A violation of the terms and conditions that has taken place on the player's account.

Most markets make the specification as “not to be less than 72 hours”. However, to be more open and consistent with § 58.1-4136.2(b), GLI recommends changes to remove the 72 hours.

 

M. The permit holder shall not send sports betting-related electronic mail to a player while sports betting through his account is suspended, if the suspension is for at least 72 hours. The sports betting platform shall provide a mechanism by which an sports bettor may change these controls, except that, while sports betting through the sports betting account is suspended by the player, the sports bettor may not change sports betting controls until the suspension expires, but the sports bettor shall continue to have access to the account and shall be permitted to withdraw funds from the account upon proper application therefor.
