      1. A permit holder may not knowingly permit wagers to be placed by or on behalf of minors and shall promptly refund any money wagered by or on behalf of a minor.

GLI recommends splitting Minors and Prohibited Players from 11 VAC 5-70-210 and merging in 11 VAC 5-80-50 which has similar intent and adding updates reflective of § 58.1-4040.A.

GLI also recommends adding text to B to prevent limiting options.

GLI also recommends clarity be added to D about “redistribute” prizes to other winners (Is this referring to cases of pari-mutuel or peer-to-peer wagering where one player’s prize or outcome affects another?)

      1. A permit holder shall maintain a system of age-verification procedures approved by the Director through which it verifies that wagers are not made by or on behalf of minors. Procedures for verifying an individual’s age that satisfy this requirement include, but are not limited to: ...

      1. A permit holder shall submit to the Director for approval its methodology for verifying the age of an individual who wishes to place a wager on a sporting event, and shall notify the Director before making changes to its methodology or replacing a sports betting supplier or vendor who provides age verification services for the permit holder.

      1. A permit holder may not knowingly permit shall prevent a minor to from collecting payouts or winnings from its sports betting operation. A permit holder may withhold and, if participating in pari-mutuel or peer-to-peer wagering, practicable and as approved by the Department, redistribute to other winners any prize won by a minor upon a good faith determination, following reasonable investigation, that the minor misrepresented his age in order to place a sports bet.

      1. A permit holder shall make available, prominently publish, and facilitate parental control procedures to allow parents or guardians to exclude minors from access to any sports betting platform.
