Please do not make these cuts.  It is not fair to ED physicians who are required to see all patients regardless of their ability to pay.  

Often, emergent conditions are not apparent until an evaluation by a skilled clinician (i.e prudent layperson standard) .  

Why are you punishing EM MD's for this?  It will be devastating to our ability to staff our facilities effectively.
