I am writing along with many others seeking a halt to this unfair program. The Emergency Department serves as a necessary safety net for all Virginians.  These patients deserve the same access to this care in accordance with The Prudent Layperson Act.  As providers, we deserve equal reimbursement for care provided to these patients that we receive for other insured patients.
