The ER Utilization Program proposed changes are disturbing. It takes years of intensive training to learn the skills and knowledge required to make safe decisions regarding signs and symptoms of disease. To expect a "layperson" to decide whether or not he/she has a serious condition is not safe and will result in progression of disease processes, deaths, and ultimately more charges than likely any cost saved.
