Limiting payment to ERs for conditions that could have been prevented is the wrong approach  to the problem of patients going to the ER for non emergent reasons. Patients are often frightened and don't know of, or have other choices. These patients tend to be the lower income patients who need better access. This is likely to limit access  not than improve it.
