Many of us do not have the ability to differentiate what is preventable from not.  It is also not the presenting issue or final issue that is the reason someone comes to seek medical care.  Please do not punish the provider for the actions of the patient.  This is much more complicated than it looks.  You are too simplistic with your proposed actions.
