Denying payment for emergency care will do nothing to promote better preventative care.  Emergency departments do not provide preventative care.  Rather it will further strain the already over burdened and overtasked safety net on which we all rely.  This  misguided attempt at budget reform that will result in longer wait times, closure of small rural community ERs and an overall degradation of emergency care. We can do better!
