This proposal is simply embarrassing. These patients go to the emergency department  because our society has failed to provide them access to preventative health care services. Shame on whoever proposed this legislation! Don't punish hospitals and their staff who are just trying to do their jobs by providing health care to everyone, including the disadvantaged.
