trouble with smart phones

My house is part of the 46% of older adults who do not have a smart phone in our house.  We do not because no matter what we tried we would always get over charges for data we never used.  I imagine since the Medicaid phones come with small amounts of data this would also be a problem.  It isn't justified to make people purchase a $100 service and a $1000 device to access a Medicaid service.  This service saves people's lives and allows them to stay in the community.  It is irreprehensible that DMAS thinks it is ok to take away services.  I don't understand why ACLU etc. will stand up for child sex offenders but not for the disabled.  EVV is wrong.  EVV is a human rights violation.  Stop EVV.  Sue the federal government.
