EVV is very difficult for a lot of the clients
 

They are having a very difficult time getting attendants now.  Some do not have the smart devices required and can not access the service anymore.  Many were not able to get the Medicaid phone and even if they did those comes with low data amounts.  This is incredibly unfair.
