Time card system that doesnt match the job

The current system of attendant care has rules such as not more than 8 hours per day and not more than 40 hours per week.  How can you use a time card system (EVV) when you cannot pay every minute worked?  Employers should pay every minute worked, yet with EVV if you make a mistake in their system you are not paid for the time worked.  A time card system is designed to pay hourly workers. The system does not match the type of work being performed. The employer of record does a better job of managing the time and the employee than this system since when are dealing with individuals with differnt needs and now time clocking has become the priority.
