Our nation is in a caregiver crisis.  There is a fear of losing caregivers due to EVV. Caregiver positions are already hard to staff due to low pay rates, low staffing pool due to background check elimination, and zero benefits.  EVV is another layer of  of CD staffing peril.  EVV will cause many to be at risk of involuntary institutional placement.
