I find it entertaining that the DBHDS website reads that in 2011 VA negotiated with the DOJ to avoid an expensive trial with the federal government.  But even after the DOJ settlement, VA is failing their people with disabilities by enforcing stricter EVV requirements than the federal government even enforced.  But Virginia proved they'd be more inclusive? Right.
