I have "employer authority"

I need help with my daily activities, but I still work a full time job and I am productive.  I am also the consumer and EOR.  Self-directed PCA programs specifically state I, as EOR, have "employer authority", therefore, Virginia should have no right to force me to use invasive tracking on my attendants.  I have lost attendants who have indicated they are not willing to be tracked by GPS or turn their biometric data over to a corporation, and I don't blame them.  There is no way I would hand that kind of data over to a for-profit EVV company.  Judging by the recent security breaches at DMAS and CMS, my concerns are already well founded.
