AGENCIES..  they do a lot of fraud  

California only found 1.6% fraud in 2014-2015 in consumer directed care... that isn't a high rate... you do know a lot of group homes in Virginia also carry a day support license and turn in every activity they do with the clients as a day support activity??? and don't get me started on the driving around in the van issue and never getting out... SCHOOLS... public schools build all sorts of crap they don't do.   DMAS you are  attacking the disabled in their homes.
