one thing DMAS forgot...  most of the people willing to take this job have zero skills.  They are usually and hopefully nice and kind people who want to help others.  But in reality if they are willing to work a 19k job with no benefits the often don't have skills that would get them a higher paid job.  They don't own the smart device required to log into the app.  This added technology requirement is making it impossible for attendants to keep this job.  I don't know if DMAS did this on purpose or not, but you made CDPA obsolete.
