Many caregivers and  clients oppose EVV and for good reason: our jobs are hard enough without having to add another layer of reporting and oversight.  For people on DD waiver, we already have a CSB SC and a SF coming out one time a month to see the client.  We are also monitored by the fiscal agents every two weeks.   For people using EPSTD or CCC+ waiver they have an intrusive MCO case worker and a SF and the FA monitoring their situations.   EVV actually just made it easier for attendants to cheat time and sign off on their own hours.  This was impossible before.
