Potential Virginia workers are going elsewhere when they learn that GPS or biometrics are required.  This further exacerbates a caregiver crisis going on right now across the United States.  Individuals with disabilities are facing increased provider shortages because states are not prohibited from utilizing GPS and biometric features under EVV.
