EVV is stripping decades of the work Americans and Virginians with disabilities did to create independence.  EVV has no place in personal care services or consumer directed services.  Consumer directed programs provide persons with disabilities their own choices and give them some control over an already difficult life.  The have choice of service provider, location of service, scheduling responsibilities, and consumer control.  For many, choice is life saving.  There is the wonderfully added bonus in choice that they have a place they can call home.  EVV threatens to take all that away.
