I am beginning to see what is going on here by reading these online posts.  It does not look as if anything is being done in the best interest of the disabled.  As I understand it, Live Ins are typically family caregivers, have no benefits, do not make a decent wage, receive no overtime, and they have no chance at a career.  Live Ins care and no other ulterior motives should be arbitrarily placed on that one word: CARE.  Live Ins should not be treated as offenders unless there is just cause.  Stop taxing Live Ins with the burdensome EVV (electronic visit verification).  They do not "visit".  Follow the Federal guidelines and exempt Live Ins while you still have them to work WITH.
