EVV is not applicable to live in attendants.  They are on call twenty four (24) hours a day, so it is very difficult to clock in and out for a prearranged shift.  Also, they become engrossed in their life/work combination and forget to log in at the exact time.  As a result, they have to manually enter time.  Manual entries may cause prosecution.  Live in providers need to be granted exemption from EVV as the federal regulations already permit.
