why werent stakeholders consulted

EVV comes as a slap in the face to those with disabilities.  Are persons with disabilities not able minded enough to make valuable decisions and be involved in how government waste/spending involves them directly? (Is this 1935 Germany?!) That is the message the state is sending out loud and clear especially to live-ins, since it was the state's decision to include them (CMS considers them exempt).  Since when were the disabled end users, who are also stakeholders, warned/notified of evv?  Certainly without enough time to give input or be involved in this whole process.  No, the state slipped this in the backdoor.   It appears folks with disabilities, the end users, not the ARC, Independence Center, etc....(the actual ones using the system) were completely left out of the evv decision.  Stakeholders are supposed to be involved and there were no genuine stakeholder meetings involving the end users (those with disabilities)!  Some disabilities do limit communication. So those persons with disabilities that can express their concerns speak most accurately for those that can't. Their input should be measured at least two-fold as to how the disability community feels about evv as a whole.  Stop leaving us out
