The new system only complicates an already difficult situation for individuals receiving services as well as their family caregivers.  It is extremely difficult to get and keep good attendants and respite and the changes are proving to add to the difficulty.  This interferes with privacy and turns away more prospective employees.  It is only harming those who need and use services.
