The participant's level of needs are barrier enough - stop evv

The EVV app is full of glitches and doesn't always clock in or out as it should.  We have to still enter a lot of time in the computer portal.  Right now, the attendant is still waiting to be paid for an 10 hour shift, because the EVV tacked on an extra 15 minutes to the shift which caused the whole shift to be rejected.  Then, the EOR had to make phone calls to get it fixed. Not many attendants can afford to go without pay and will choose to quit over these errors especially if they get blamed for the errors. The EVV app should be able to round down the time to allotted hours without leaving the attendant unpaid.  The attendant doesn't use cell phones, so the only other, unfair, option was the EOR phone.  Now the EOR is afraid of loss of privacy.  The state of VA should be ashamed of making decisions that make it harder to hire and keep an attendant.  The participant's level of needs is already barrier enough.  Piling on more barriers is a violation of the consumer's rights to access services and live in the community.
