Could EVV GPS data collection lead to home robberies/invasions?

There is a great deal of concern over privacy regarding everyone's location information and data breaches with EVV especially when it comes to our most vulnerable: the disabled.  There were data breaches with Medicare/CMS and DBHDS in 2019.  No one being forced to comply with EVV has been given sound information regarding how their GPS location records are stored and protected.  There are already at least four DMAS appointed agencies and at least four third parties hired by these agencies accessing this information daily which greatly increases vulnerability.  GPS location data is valuable information to marketers, hackers, thieves, home-invaders, etc.  Please let those being coerced into providing GPS data records on themselves know how they will be protected and how they can live without fear of home invasion, robbery, or worse due to EVV location data records.
