Virginia does not have enough community srvcs staff - evv is exacerbating the problem
 

Virginia does not have enough community services staff and they are limiting their staffing pool with evv.  The income is $9 per hour with no benefits; many are weighing the cost/benefit and realizing the job is not worth it.  Many attendants don't know how to use a smart device, so they go to jobs where they don't have to use one.  Some clients can't get the free Medicaid phone, because they don't have a credit history and the companies won't give them out without one. Attendants are being asked to make phone purchases just to clock in and out which is lowering the staffing pool even more.  Asking an attendant to download an app. onto their personal phones is asking them to pay for clocking in especially if they don't currently own a smart device with GPS tracking.  The attendant, due to not wanting to give up their own phone's privacy with a app, often has to purchase a separate smart device just to clock in.  The redeeming qualities of the job do not add up, and with evv, the community services staff will continue to diminish.
