The proposed regulation verbiage regarding to mandating that the caregiver is contacted when a report is made is dangerous, and would potentially put the particpant and the provider's staff in danger as the report could identify confidential issues going on with the caregiver. 

All staff are already mandated reporters and the system in place is working.
