The current regulations do not include a requirement for a designated staff person who is responsible for activities. Adding this requirement would create a huge financial hardship on providers, as this is an additional salary without any additional reimbursement for services. With an already low reimbursement rate and extremely tight margins, adding this requirement would make the entire program non-viable from a financial perpesctive. 

Suggestion is to remove this regulation.
