I am speaking on behalf of the WestRock paper mill in Hopewell, Va which employees just over 300 employees. I am in opposition to the re-proposed Regulation for Emissions Trading. This will put industrial facilities like WestRock, Hopewell at a competitive disadvantage is faced with this regulation.
