I oppose the rule as written, since it would include emissions from non-fossil fuel sources such as biomass, which plays a critical role in Virginia’s forestry economy.  The rule should be amended to specifically exclude emissions from biomass sources, which science has proven to be carbon neutral.  Strong markets are essential to sustain forests in Virginia for the environmental, social and economic benefit of all Virginians.
