The future Virginia energy plan should incorporate incentives to enhance the ability of the geenral public to access solar energy (rooftop solar energy, net metering, etc..).  Not only will this cleaner energy aid the next geenrations of virginians,  but also allow for potential creation of new more future proof, jobs that enhance our shared environment.
