Virginia's energy plan should spport and expand rooftop solar including incentives like net metering.  If power companies cannot figure out how to use this low cost supply of electricity because it isn't "convenient," then I suggest that utilities be broken up so that some companies suppy power and others run the transmission grid.  Let's not let the whole country go dark because we set up a certain set of rules 100 years ago.  Things have changed and reducing both energy consumption and greenhouse gasses is critical.
