Support for ED 11
 

Hello, 

I am writing to submit my support for ED11. I am in favor of strict carbon regulations for the Commonwealth of Virginia and the participation in an established emissions trading market such as RGGI. 

Climate change poses a serious threat to our way of life. Where I live in Southwest Virginia, failure to modernize our energy economy means young energy workers have to migrate out of state to find jobs. This is already occurring and will worsen if we don't take action to remain competitive.

Additionally, carbon caps should include biomass emissions. Any carbon rule passed but do this in order to prioritize the protection of our national forests, which are critical to the region's budding tourism industry. 

In order to adapt to in the rapidly changing economy and climate, the 2020 base year emissions cap should be stricter, between 30 and 32 million tons.
