Proposed Change
 

I am in disagreeance with the proposed change of only Licensed Eligible and Licensed Staff being eligible to write the ISP. For this change, I believe it disconnects from the person-centered approach. I believe if a staff person is qualified to provide services and write progress notes they should be able to follow an assessment and write an ISP.

Another change that I am opposed to is the change with Crisis Stabilization. If pre-authorization is required for a crisis admission, it will delay the start of service and possibly lead to hospitalization which defeats the purpose outpatient crisis.  

The one proposed change that I agree with is CSS counting as a higher level of care. I have witnessed the CSS program service clients who need continued services once stabilized. There is a large population that goes underserved because they are unwilling to seek hospitalization and at times frightened by the word “hospital” and outpatient services are there only stabilization.
