Enforce current regulations and quality rather than punishing ethical providers

Rather than increase regulations as a form of ultra-micromanagement, I believe Virginia needs to do a better job enforcing current regulations so that unethical providers are forced out. I am aware of companies that do not follow regulations and are somehow still in business. The burden of increased regulations is actually being placed on ethical providers who are doing the right thing and providing a high quality of service. Virginia needs to do a better job enforcing current regulations and improving their systems for more efficient enforcement of these regulations. Increased regulations that are not well thought out reduce the quality of services being provided.
