Clinicians that work with clients on a day-to-day basis know their clients' needs and are more suited for writing their goals and objectives than a LMHP who have little contact with clients.

Crisis Stabilization services are for individuals in a CRISIS situation.  Requiring an authorization for these services will delay someone from receiving services they desperately need.  This will probably lead to more frequent ER visits and hospital stays.
