Having worked as an elections officer, I know that it takes time to check that the name on the voter's ID matches with what's on the pollbooks and it takes time to check that the ID photo matches the appearance of the person presenting the ID.  It would be a worthless waste of time to add the further step of checking the ID to ensure it has not past its expiration date. This waste of time could add to waiting lines at the polls.
