An unexpired form of identification should be required to vote in any state.  An expired ID is generally an indication that you have moved or are no longer living. 

If you are too poor to afford an ID, then you are most likely receiving government assistance, for which you must have some form of identification.  If, in fact, you do not have any form of ID, then the state should provide one for you at no charge.  It is that simple. 

We need to do the very best job possible to avoid people voting in multiple states and districts.  If you live in the northern Virignia area, you have a very high poplulation of people who could also vote in DC and Maryland (within a 15 min. drive), not to mention the various districts.
