Virginia Voter Photo ID Law, Comment
 

Many persons and organizations have made some excellent suggestions and I would like to endorse the suggestions made by the Fair Elections Legal Network, Cindy Brookshire, and the ACLU of Virginia in particular. Each had some specific suggestions for the proposed regulation that I think are very important. Foremost, was their common concern that the ability to obtain a compliant Photo ID be one of accessibility. For those who lack such a Photo ID as a part of their routine daily living, lack them usually because of limited opportunity to travel, limited mobility due to disablity or age, or even work hours that conflict with the normal hours of the Registrar. That means that the need to provide all means of access should be employed such as extended hours, extended places to enroll, extended staff by means of trained and qualified volunteers, costs to facilitate wider access needs to be borne by the Commonwealth of Virginia, and any other means that can be provided to encourage more voters having access to registration. It is important that every citizen's voice be heard via the voting booth during all elections.

In addition, there have been several good suggestions to improve the wording has is exists now. I think those must be heeded, as well.
