The announced  inspections already performed demonstrate that the regulations are necessary,  that "self-regulation"  has not worked.  Keep the regulations strong and intact. If a clinic can not modfiy their current  facility location in a cost-effective manner to comply, then  they can do what all businesses do when they upgrade services, end the lease or sell the building and move to a regulation-compliant facility.  Simple solution.
