These regulations don't appear to be based on any evidence-based problems in existence.  I don't see the need to impose additional burdens on clinics that have a track record of providing safe, sound medical procedures at minimal cost to patients and taxpayers.  The only affect of these regulations will be to limit the access of our most needy populations to health services they are legally entitled to pursue.
