I read the Regulations for the Licensure of Abortion Facilities, and you can tell just from the number of pages spent describing the regulations compared to the other regulations in the Register that the goal is to regulate abortion - not smart, Virginia. At first, these regulations look like they're intended to improve the public's safety, but if abortions performed in Virginia were unsafe and endangered women's health and public safety, it would be all over the news. These regulations are unnecessary and I am very uncomfortable with the commonwealth paternalistically making decisions about what women do with their bodies.
